So, we need the Vice President to break deadlocks. I point out to people all the time in Colorado: we only have a 50-person majority in this Senate of a hundred people. A lot of Democrats are frustrated by his changes of direction are angry that he wasn't more enthusiastic earlier in the larger bills, but Joe Manchin has always been a very moderate Democrat.
